When it says dont use pictures from other websites

What does it specifically mean? I see hats and stuff from other websites and the mods let them in, like some of the hats, specifically the bucket in the user catalog and the Toon Link's outfit which has a copy and pasted sword and shield, and hair.

Uploading stuff from specific game or copyrighted content that isn't drawn by hand will be denied.
